Humanitarian & Compassionate Applications

Discretionary permanent residence applications for exceptional circumstances when standard programs do not apply.

People who would not normally be eligible to become permanent residents of Canada may be able to apply on humanitarian and compassionate (H&C) grounds. The Minister considers factors such as establishment in Canada, the best interests of any children affected, and the hardship the applicant would face if required to apply from outside Canada.

H&C applications are discretionary and exceptional. They require strong documentary evidence and a clearly articulated case explaining why standard immigration pathways are unavailable.
